Decommission environment

Decommission environment is a licensed feature that is invoked form the environment details page.

The associated workflow performs the following actions:

1) Stops all services allocated to the environment

2) Stop all servers allocated to the environment

3) Record a history entry for the environment, set the status to inactive and the type to be "Inactive".  This results int he environment appearing under the Inactive environments grouping on the home page.

Decommissioned environments can be recommissioned by running the environment create wizard again.
