It is possible to add user defined steps to standard emdash system workflows (or clones of them). However, this is restricted currently to steps that do not have parameters (other than $ctx). This restriction is needed as there is no way to supply user defined step parameter values as part of the standard emdash functions e.g. environment refresh.
If your custom step is not available in the list of steps when adding a step to a workflow this is almost certainly the reason.
If the step has had parameters in a previous version the restriction is still enforced. In this case it is recommended to create a brand new step with a different name.
